Did you know that over 10% of pet owners dress up their pets in Halloween costumes?  For importation purposes, pet costumes are considered saddlery and harnesses for animals and are classified in heading  4201 of the tariff book while other festive and entertainment articles are classified in chapter 95 of the tariff book.  Happy Halloween!

Customs Agent Failed to Inspect Hundreds of Ships
October 1, 2018

Over the course of three years, a US Customs and Border Protection agent reported that he inspected more than 260 ships that arrived into Virginia International Gateway Terminal.  According to court documents, it was closer to 35 ships that were inspected.  The agent is scheduled to be sentenced on January 11, 2019 and could face up to a maximum of five years in prison and a $250,000 fine.

U.S., Canada, & Mexico Reach a Deal on NAFTA
October 1, 2018

The U.S., Canada, and Mexico announced Sept. 28 an agreement to modernize the 25-year-old North American Free Trade Agreement. The agreement is now called, "The U.S.-Mexico-Canada Agreement (USMCA)" and is expected to be signed by Dec. 1 which could bring it up for congressional consideration in early 2019.

UPDATE: USTR Release List of Chinese Goods for Tariff Increase
October 1, 2018

On September 18, an announcement was made that the USTR released HTS numbers for the third list of Section 301 tariffs at 10% additional duty.  

​Please note that effective January 1, 2019, the rate of additional duty for list 3 will increase from 10% to 25% ad valorem with respect to products that are entered for consumption, withdrawn from warehouse for consumption on or after January 1, 2019.

USTR Release Update to Section 301 Tariffs
October 1, 2018

The USTR has announced an update publishing changes to the HTS numbers that are subject to the supplemental duties under section 301 imposed on certain goods from China.  The announcement is a supplemental modification to List 3 of section 301 tariffs and will take effect on Monday October 1.  

The modification is to delete 14 eight-digit HTSUS subheadings of Chapter 44 and adding 38 new corresponding eight-digit HTUS subheadings of Chapter 44.

President Signs Miscellaneous Tariff Bill Act of 2018

The White House announced that the Miscellaneous Tariff Bill became law on September 13th.  The tariff rate reductions on nearly 1,700 items will take effect 30 days after the bill was signed.  The reductions will last through the end of 2020. The International Trade Commission developed the list, and most of the items are intermediate goods, but some are consumer goods that are not produced in the U.S.
