EU Packaging and Packaging Waste Regulation (PPWR)
EU Packaging and Packaging Waste Regulation (PPWR)

What is the PPWR?

The EU Packaging and Packaging Waste Regulation (PPWR) (Regulation (EU) 2025/40) establishes new requirements to improve packaging sustainability and support the transition to a circular economy across the European Union. The Regulation introduces requirements related to Packaging Design, Packaging Minimization, Material Composition, Recycled Content, Recyclability, Labeling (where applicable), and maintaining appropriate Technical Documentation.

Who is responsible?

If your business places packaged products on the EU market, you may need to demonstrate that your packaging meets the applicable regulatory requirements and supporting documentation. Most PPWR provisions begin to apply from 12 August 2026, with additional requirements taking effect on later dates.

Recommended Actions

  • Review your packaging portfolio to identify potential compliance gaps.
  • Engage your packaging suppliers to obtain information on material composition, recycled content, recyclability, and other supporting documentation.
  • Assess packaging against PPWR requirements as packaging minimization and recyclability.
  • Establish internal processes to maintain accurate packaging compliance records and supporting documentation.
